The brain monitors estradiol and testosterone+progesterone levels to determine how much LH and FSH to produce.

Estradiol is preferred to Testosterone to determine LH, FSH production.

Lowering the effective signaling strength of estrogen is how Arimidex and Tamoxifen work to increase testosterone production.

Vice versa, elevated estrogen can result in reduced LH, FSH, reducing testosterone production.
